@Bronius - We're still having issues getting multiple VM's installed simultaneously thanks to an issue with the UUID of the VPS files. You have to unregister the image in VirtualBox before you can use another (which is a pain in the ass, but workable).

To unregister a .vhd go to File -> Virtual Disk Manager. Select the .vhd and click the Remove icon. Note that this only removes (unregisters) the .vhd and doesn’t delete your file so you can re-register it at any time.

There may be a way around this by resetting or otherwise spoofing the UUID, but I haven't found one yet.

And I think your theory is probably correct. Sadly, this is something that could very easily be solved by M$ -- as well as the need to manually convert from .exe to .vhd AND the UUID conflicts -- but they don't seem to give a shit one way or another. Those in charge of these VPC files are certainly aware of these issues and have been told by myself and many others, but have done nothing to iron out these wrinkles.

@jeff - Thanks for the validation. I will have to tinker again some more later. A quick note, though, in case I misrepresented something:
* I am initially able to get at least one M$-provided vpc image (IE6) to install and fire up without conversion in 3.2.6rc. I did this, because I didn't follow your warning to stick to 2.0.6-- maybe I'll try that later. Also, I hadn't yet tried multiple VMs simultaneously-- I'll probably run into the UUID issue described above once I do.
* I think the Microsoft blogger that wrote "not supported in virtual hosts other than vpc" was likely referring not to complete incompatibility (after all, mine fired up just fine), but to some of the details of how interfaces are exposed from virtual hosts other than VPC.
* My theory: The pesky Activate Windows dialog comes up because Windows "detected significant hardware differences." It's not that these VPCs are no longer freely available but that running them outside VPC probably causes grief to the hardware detection mechanism, whatever that is..

@Bronius - the images do in fact work. In my original post above I outline how to easily convert them.

Just a follow-up to <a href="http://petelepage.com/blog/2010/06/tools-for-web-designers-and-web-developers/#comment-1742" rel="nofollow">the blog post from someone in the know</a>:
<blockquote>
... the images are not supported in virtual hosts other than Microsoft Virtual PC.

We’re looking for options for non-Windows users, but right now don’t have one other than to recommend you create your own Windows virtualization.

How cute. Dialing the Microsoft Activation number gives a Windows loaded .wav sound .. I don't miss that sound :D

I posted a comment at http://petelepage.com/blog/2010/06/tools-for-web-designers-and-web-developers/ in hopes of getting more info for us non-windows folk'.

@Jeff - Thank you very much for this solution! Works beautifully!

I ended up using the latest version (3.2.6) and followed the directions above (D:VBoxWindowsAdditions-amd64 /extract /D=C:\Drivers -- In command prompt - Thanks rick!!) - extracting the drivers.

One small difference.

1. When updating the drivers select the second option "Install from a list or specific location (Advanced)"

2. Remove the check mark from "Search removeable media" and tick the box below off "Include this location in the search"

Use this: (C:\Drivers\x86\Network\AMD)

3. You will probably have a prompt window show up once or twice asking for the same information just repeat and it will install!

Hope this helps :)

@Matty - It is definitely still viable. We use this setup daily for testing.

Is this still a viable option for ie testing on a mac? I've noticed the update about the new MS VPC images, what are the restrictions on these now?
